Torture Outsourcing Prevention Act - H.R. 952 - 2005

Thank you for contacting me regarding H.R. 952, the
Torture Outsourcing Prevention Act.

H.R. 952 was introduced in the House in February of 2005,
and is pending in the House Subcommittee on Africa, Global
Human Rights and International Relations. No further action has
been taken on the bill.

As you may know, the Torture Outsourcing Prevention Act
calls upon the Secretary of State to annually submit to Congress a
list of countries where there are substantial grounds for believing
that torture, cruel, or degrading treatment is commonly used in the
detention or interrogation of individuals. The measure prohibits
the transfer of persons by the United States for the purpose of
detention, interrogation, trial, or otherwise to a listed country, and
establishes conditions under which the Secretary may waive such
transfer prohibition, or a treaty-based transfer may occur.
Additionally, the bill amends the Foreign Affairs Reform
and Restructuring Act of 1998 to direct the appropriate agencies to
create regulations to implement U.S. obligations under the United
Nations (UN) Convention Against Torture and Other Cruel,
Inhuman or Degrading Treatment or Punishment.

Please be assured that I find torture to be a disgraceful
practice, and I echo your sentiments that the United States should
take action to stop it. I will be sure to keep your views in mind
should this legislation come to my attention in the 109th Congress.

In the continuum of United States history one of the most prominent aspects in the direction of this nation is the legacy of the president. Since June 17, 1987 manifest censorship has attempted to sanitize the real trajectory of events in-continuo. This would include the records of:

Ronald Reagan
George H. W. Bush
William Clinton
George W. Bush

On this date law enforcement agents in Los Angeles Police Department usurped their positions in effect hostaging then President Ronald Reagan whom hesitated to act lending to the creation of the alienation of a private citizen to attack the United States Constitution.

Irrationalism is a form ideology that proceeds from premises that cannot be proved. It can also be based on a folk state. This can be love of the soil or a building block for ethnic nationalism.

The United States Constitution creates a citizen first and then a president. Hence the office is duty bound to uphold the rights of all. Three executive branches are created. They are the executive, legislative, and judicial branches.

What is manifest is the isolation of a citizen defacto from one's constitutional life. This in the proper is the enfranchisement of one's primary rights, or the first nine rights as enumerated in the Bill of Rights. The tenth right simply defers certain rights back to the states. The secondary law was created to uphold the primary law which has precedence. Here irrationality develops as the above named supra, have failed in their duty as the First Citizen to uphold the rule instead choosing their own interest disguised as the will of the majority. This immediately invokes the spectre of Jean Jacque Rousseau's Social Contract. At hand is the classic case of man's individual liberty versus the reign of the civil state. The sovereign is the legal and moral collective. The General Will is the incorporation of the collective nation's will into the state as an artificial corporate person. Here the invertaebration of the General Will from the exposition.

The result of this usurpation of the United States Constitution is a scorched earth paradigm that follows a reverse converse accident. The victim is allowed to be motile. The police follow and attack the so-called citizens of any new location. LAPD will be out of jurisdiction. The persons there are recruited to hostage the victim. This is illegal. No criminal directive can be followed from an under the color authority. The first year 1986 resulted in intense hostaging. From June 17, 1987 the chemical spraying began which is essentially non-military grade.

Blackmail and extortion are used to force persons to be free. The other incentive is non-merit based economic awards as jobs and racketeering as impunity to deal drugs. The current zeitgeist reveals a minor scandal with a continuum of September 11, The War on Terror, and the indictment of Vice President advisor Scooter Libby.

I have returned to Bishop California and indeed the corruption of the population is easily demonstratable. Bishop and Inyo County have modulated from being the worst to one of the better locations. The culture of impunity is developed by having the corrupt police layered. Worst is LAPD and then Delaware State Police. The Baltimore PD are in the background and are unseen. LAPD is attempting to frame the Delaware State Police as the lead principal criminal mover. They are essentially dependent on LAPD to obstruct justice to survive through this event. The Baltimore Studio whom LAPD wishes to named The Studio to separate Aaron as The Baltimore Studio and the remaining members as The Studio.

If anything I initiated in a great degree a majority of the formal education of these musicians. At this point it is to my understanding that Jim is greater by reading Guitar World theory columns which will help but is probably only the first year or less in complement to an AA music degree. Spelling chords and scales will help. But one has to do part writing and counterpoint to encompass the polyphonic capabilities of the guitar.
In the abstract a behavior as slamming a car door or object to false imprison one is designed. The 2nd Restatement on Torts should be consulted. I may receive a nominal $500 settlement with a release from them.
The ashrams mission is develop varna-asrama or the Vedic Social System. This behavior is then radiated attempting to blame the Hare Krishnas for this behavior. The prostitute in Morro Bay is one such person. After this in particular is the Librarian Technician at College of the Redwoods Del Norte. The two both have criminal grand jury complaints. I will file a complaint against College of the Redwoods asking for disciplinary action against this person.
If no adequate remedy is given such will move to federal court. As of open public record she will be identified in a professional manner. The grand jury is sealed. Federal court only seals records sparingly.

Here we have a serious cognitive defect based not on the Bill of Rights but whether the Librarian Technician, who has a Master's Degree will be condoned and supported. Inyo County has one of the lowest crime rates and HIV rates in the United States. Del Norte County has entered a period of collapse. The whole will return to devotees at New Raman Reti where the deindivuation concept is a major concern. After the settlement is reconciled the devotees will be named. One could go to PACER or the federal court and discover such with little effort.
The folly also has foils of using drug dealers from Delaware and Northern California as heroes. This is ludicrous on its face as aptitude. Lombroso, a criminologist has stated that up to 80% percent of the persons he interviewed were criminals. Bishop with a population of less than five thousand would support this. If this librarian and the Delaware State Police are implicated then in reduction the cleanest persons by group are the 13 year olds and less.
This is a very small rapid summary of how hostaging is achieved by supporting LAPD. To rectify this THE SCORCHED EARTH is going to render everything moot.
As soon as I stated I would document this the Red Herring situation begins. I have been a lifelong heterosexual and remain so and support that position although I am more tolerant than most conservatives to the right of Rudi Giuliani.
