Transparent History and Legitimacy
Dear Senator Kuehl
My name is David Nollmeyer. I am writing you today concerning legislation and issues of which you have a deep subject matter concern.
I have lived in Santa Monica and California in general for over 17 years. From 1986 onwards there has been a deep unrecognized attack against my physical person and abstract constitutional rights.
This constitutes American Fascism and subspecies of Gay Fascism and Narco-Fascism.
A cell of 20 to 175 LAPD have clandestinely formed a Gay Militia. The have used RICO and VICAR violations to extort and blackmail persons.
THERE HAS BEEN A MANIFEST SCORCHED EARTH CAMPAIGN LEAD FROM LAPD. THE ELECTRONIC SURVEILLANCE HAS BEEN 24 HOURS A DAY. THE AIR HAS BEEN SPRAYED WITH CHEMICALS. I CANNOT MOVE WITHOUT THE CORRUPT INFORMANTS, WHO I SHOULD BE CALLING THE CITIZENS OF OUR STATE LAY IN WAIT AND SLAM CAR DOORS AT PERSONS AT THE CRIMINAL LAPD’S REQUEST.
THESE INFORMANTS OF LAPD HAVE DAMAGED THEIR REPUTATIONS AND SEVERAL COUNTIES.
I WILL STATE THAT NEAR 90% OF THE POPULATION FORM THIS ORWELLIAN CATEGORY OF BETRAYERS.
LAPD ARE LGBT. THEY ARE ATTEMPTING TO USE THIS GROUP AS A SHIELD BY USING A GROUP APPROACH.
I HAVE NEVER BEEN GAY OR BISEXUAL. I HAVE BEEN A HETEROSEXUAL ALL MY LIFE AND HAVE NO PROBLEM SEEKING CRIMINAL AND CIVIL PROSECUTION FOR HETEROSEXUALS.
The Delaware State Police, Baltimore PD, MD and agents The Baltimore Studio are the major principals.
I belong to Amnesty International. I have advocated human rights and have advocated political prisoners for over ten years inclusive of this concern.
This issue has over 26 federal court cases including a writ of certiorari to the Supreme Court.
All most all of my writing will be submitted to competent authorities as Homeland Security Secretaries of competent states.
You show a considerable interest in the teaching of history. You should consider studying Gay Fascism. It is emergent and not as organized as other systems but will prey and discard its own members to further what appears to be social wrecking at this point.
The last four presidents: Ronald Reagan, George H.W. Bush, William Clinton, and George W. Bush are irrational for their condoning my abuse.

Merriam-Webster defines fascism as "a political philosophy, movement, or regime (as that of the Fascisti) that exalts nation and often race above the individual and that stands for a centralized autocratic government headed by a dictatorial leader, severe economic and social regimentation, and forcible suppression of opposition"[2].
A recent definition is that by former Colombia University Professor Robert O. Paxton:
"Fascism may be defined as a form of political behavior marked by obsessive preoccupation with community decline, humiliation, or victim-hood and by compensatory cults of unity, energy, and purity, in which a mass-based party of committed nationalist militants, working in uneasy but effective collaboration with traditional elites, abandons democratic liberties and pursues with redemptive violence and without ethical or legal restraints goals of internal cleansing and external expansion." [3]
Paxton further defines fascism's essence as:
"1. a sense of overwhelming crisis beyond reach of traditional solutions; 2. belief one’s group is the victim, justifying any action without legal or moral limits; 3. need for authority by a natural leader above the law, relying on the superiority of his instincts; 4. right of the chosen people to dominate others without legal or moral restraint; 5. fear of foreign `contamination." [4]
Mussolini defined fascism as being a right-wing collectivistic ideology in opposition to socialism, liberalism, democracy and individualism. He said in The Political and Social Doctrine of Fascism:
"Granted that the 19th century was the century of socialism, liberalism, democracy, this does not mean that the 20th century must also be the century of socialism, liberalism, democracy. Political doctrines pass; nations remain. We are free to believe that this is the century of authority, a century tending to the 'right', a Fascist century. If the 19th century was the century of the individual (liberalism implies individualism) we are free to believe that this is the 'collective' century, and therefore the century of the State." [1]
