Transparency International is a NGO that monitors political and corporate corruption. There are chapters in 100. There are none in the United States. In March of 2012 Secretary of State Hillary Clinton was given this nation-states award for Integrity. Hillary Clinton is the chief diplomat representing this country vis a vis with over 200 nation-states. She has violated her office as the United States is a hub in a clandestine Chemical Assault – Scorched Earth.

This attack has been in continuo since President Ronald Reagan in June 1987. President Obama has won and campaigned in two elections  2008 and 2012 while the Salton Sea and Colorado River were despoiled.

The Colorado River also is drinking water for areas of Mexico.

Thank you. Thank you very much. Thank you. Well, I am very honored to be here and delighted to be supporting the work of Transparency International-USA. Before government officials spoke as openly and loudly about these issues, Transparency International was already bringing corruption out of the shadows, sunlight being the best disinfectant. And so I am really here, first and foremost, to thank all of you.

I want to thank Alan for his years of service to our country and the foreign service; thank you so much. I want to thank you Claudia for assuming the reins of this very important organization. And I, of course, want to congratulate Coca-Cola. And Sonya, thank you for that very stirring description of the commitment that Coca-Cola has to the values represented by Transparency International-USA.

I know that the former – the predecessor to Claudia Dumas is Nancy Zucker Boswell who was just recognized, and I have a special reason for recognizing her again because she is here with her husband, Eric, who also happens to be the Assistant Secretary for Diplomatic Security at the State Department. So don’t try any funny stuff because Eric and his team are well-prepared. But I wanted to thank both of them for their service.

As you heard Sonya say, she was really accepting the award on behalf of the 700,000 associates of Coca-Cola. Well, I am accepting it on behalf of the people across the United States Government, not only from the State Department and USAID but from Treasury, from Commerce, from the SEC, from Justice – represented by our Assistant Secretary for Criminal Law, from representatives to the OECD, the United Nations, the G-20, and so many other dedicated public servants who serve you by waking up every single morning trying to figure out what more we can do to reduce corruption, to create transparency, accountability, and better governance. They will never receive an award like this and their names are not likely to be known. But they are fighting the fight day in and day out.

Now Al said we have made this a high priority, and indeed we have. We’ve tried to put it right at the center of the work that we do in diplomacy and development. And why? Well, very simply, we have an interest in reducing poverty and sparking economic growth around the world, in creating greater security, prosperity, and even peace. And we know that corruption and the lack of transparency eats away like a cancer at the trust people should have in their government, at the potential for broad-based, sustainable, inclusive growth. Corruption stifles entrepreneurship, siphons funding away from critical services, poor fiscal transparency makes it impossible to hold governments accountable. And if these problems go on long enough, if they run deep enough, they literally can and have been shaking societies to the core.

The vegetable vendor that Al mentioned certainly is a prime example of that. But we so much evidence of the increasing awareness and rejection by people of the corruption that has been for the millennia just taken for granted.

Anyone who doubts the power of frustrated citizens to rise up need not only look at the Middle East and North Africa, but increasingly across the globe because social media has given every citizen a tool in order to report and literally post in the matter of seconds the kind of abuses that have been, up until now, just taken for granted. So this is an integral part of national security.

We also know that corrupt practices contribute to the spread of organized crime and terrorism. They underwrite trafficking in drugs and arms and human beings. And we have a major stake in building up partners who can work with us to take on these transnational threats and to promote stability, who will work with us to champion an international standard of behavior that gives more people in more places the opportunity to fulfill their own God-given potential.

The second priority for us is that the United States needs to spark growth not only abroad but right here at home. I’ve often spoken about what I call economic statecraft. It’s how America’s foreign policy can be the best advocate for U.S. businesses abroad, which will in turn drive our own recovery, and so we are seeking ways to more effectively use economic tools to strengthen America’s global leadership.

American workers and businesses remain the most innovate and productive anywhere in the world. I believe they – we can compete with anybody, anywhere, but it’s very difficult to do that if you don’t have that proverbial playing field being level so that your competition has a shot of winning.

And I know that with all of the businesses represented here tonight, you understand how unfair it is when competitors pay the bribes, pass the money under the table, prey on public officials in other countries to force or extort them to do their bidding. And oftentimes, it prevents American businesses even from making investments in certain places where clearly they should have a competitive advantage.

Now, of course, for every one of those officials who are taking cash under the table just to do his or her job, there are many who are refusing. There are leaders of integrity who are trying to look powerful people in the eye and say, “No.” But they need our admiration, but more importantly, our support.

So we have made it a priority to fight corruption and promote transparency, and the United States has been at this for quite a number of years now. In 1996, the United States played a major role in developing the first legally-binding commitment by governments to fight corruption. And we’ve led on many important fronts since then. But I’d like to just briefly describe what this Administration is doing.

First, we’re expanding and mobilizing a global consensus in support of greater transparency – a global architecture, if you will, of anticorruption institutions and practices. Along with Brazil, we launched the Open Government Partnership. It is a network of support for government leaders and citizens working to bring more transparency and accountability to governments.

Already, it’s helping to shape best practices like Indonesia’s innovative method of involving even small villages in decisions about how government funds should be spent. All told, 53 countries and dozens of civil society organizations are committing to these efforts. And I know that many of TI’s country offices, including TI-USA, will be represented at the Open Government Partnership high-level summit in Brasilia that I will co-chair with the Brazilian foreign minister.

We’re building this anticorruption consensus in other ways as well. In what is called the Deauville Partnership, we are working with our Arab partners on anticorruption, open government, and asset recovery efforts. At the OECD, we were pleased to welcome Colombia and Russia into the Working Group on Bribery last year. It will be an important milestone when both have become full parties to the Anti-Bribery Convention.

Now we know business cultures do not change overnight, but moves like this at least establish beachheads for reform. And through our bilateral diplomacy and at the G-20, we are encouraging major economies such as China, India, Indonesia, Saudi Arabia to join the convention as well. We support the follow-through that’s necessary to enforce anticorruption norms such as the new review process that promotes implementation of the UN Convention against Corruption.

Yet even as we work to build this international consensus and the tools to implement it, we recognize that there’s a lot of work ahead. How do we produce the concrete changes in people’s lives? So we’re working to help countries build institutions and create tools to promote good governance. Now sometimes it’s as simple as cutting down the opportunities for an official to exact a bribe in the first place – for example, by reducing the number of forms you have to fill out, or by encouraging countries to move toward e-Government, electronic government. In Afghanistan, officials have cut down markedly on corruption by paying members of the national police force by mobile phone instead of by cash.

In many countries, we have seen a lot of the security difficulties with their militaries and their police forces, due, in large measure, because the members either don’t get paid at all or get paid sporadically or get paid less than they should because large amounts of cash are transported, and every officer along the line takes his share. So we’ve been pushing militaries and police forces to move to mobile banking as a way to combat that.

Next month, we will launch an innovative fund to encourage countries to be more open about how they spend their revenues. It’s part of a larger effort we’re calling Domestic Finance for Development, an initiative to help developing countries increase their own sources of funding so they can meet more of their own needs. It’s really quite difficult in many countries when we see that they either don’t have any modern tax system or they don’t collect what is owed with the result that they are often unable to meet the most basic needs of their own people.

And so we’re trying to help not only governments, but civil societies get the tools and training needed to hold their governments accountable. I’ve been working for three years to try to improve tax systems and collection efforts in a number of countries, and I was very impressed with the quick work that President Perez Molina in Guatemala has shown in creating a tax system aimed at beginning to collect taxes from the elites in that country.

Corruption is a key focus for our strategic dialogue with civil society, and we encourage them to get educated about what more they can do. When I was in Kenya in August of 2009 and I spoke at the University in Nairobi, I was very struck by a sign at the entrance to the university which read, “You are entering a no-corruption zone.” And the young people who we’ve been working with in Kenya and elsewhere have made efforts against corruption one of the centerpieces of their organizing politically.

Finally, because our credibility depends on practicing what we preach, we are trying to up our own game. We recently announced our intention to implement the Extractive Industries Transparency Initiative in the United States, which will require disclosure of payments made by companies to the government and of payments received by the government from companies. Additionally, the Cardin-Lugar Amendment requires extractive industry companies registered with the SEC to disclose, project by project, how much they pay foreign governments. Now I know this has been a difficult issue, and the SEC is still working on the regulations, but we do think it will have a very profound effect on our ability to try to help manage some of the worst practices that we see in the extractive industry and in the relationships with governments at local and national levels around the world.

We’ve also launched groundbreaking efforts to make our development work more transparent. Go to the website foreignassistance.gov, because there, you can see where we are investing our development funds, and you can see that we are very committed to the global effort known as IATI to report our data in a timely, easy-to-use format.

And of course, this Administration, like those before us, has taken a strong stand when it comes to American companies bribing foreign officials. We are unequivocally opposed to weakening the Foreign Corrupt Practices Act. We don’t need to lower our standards. We need to work with other countries to raise theirs. I actually think a race to the bottom would probably disadvantage us. It would not give us the leverage and the credibility that we are seeking.

So we’re looking to approach the issues that all of you here tonight are both interested in and committed to, and it does take everyone working together and it does take a lot of persistence and perseverance, but I am absolutely confident that we will make progress. We are so aided by social media now. We have tools at our disposal in the hands of literally billions of people that were never even dreamed of before. And we have worked through our 21^st Century Statecraft Initiative to get those tools into the hands of more people to make them more usable, to encourage channels for people to be able to report corrupt practices – anonymously if necessary – as well as criminal activity of other sorts.

So we know old habits die hard. Human nature is what it is. But we think we have the potential to make even greater progress in the years ahead, and I’m very grateful to all of you and pledge that we will continue working closely together. Thank you very much. (Applause.)

The following is the beginning of a sketch of a refutation to MOEC. This work will not be finished until July 1, 2015. I argue that 9-11 and ISIS are part of the defection model of the United Kingdom.

Lassen Community College is the main higher level institution of education in the area along with Feather River College. As seen a majority of the Homeland Security officers locally attend Administration of Justice courses at these schools to achieve their POST Certificate.

I have been held under a de facto Chemical Assault - Scorched Earth Program named Mobilization of Empire and Civilization or MOEC since June 17, 1987 in Dover, Delaware. I have spent summers in the Lassen, Plumas, and Siskiyou Counties since the late 1990s. I have actually written a Supreme Court case certiorari refused from Plumas: Nollmeyer v. US Government et al. Cv 98 - 7015.

I am alleging that Cambridge Law School has a Membership of persons that have orchestrated what I am arguing is the third war fought against the United Kingdom.

This is a scripted prisoner's dilemma based social engineering structure and process. It is America Invertebrated. As seen since it is a reverse sting, the authors have a refutation prepared if all the actors are successfully entrapped.

This has not happened in my instance and instead of supporting the criminal enterprise I have chosen to oppose and decapitate such to it's Origin.

Lassen County is a prong in a hub and node conspiracy.

Consider what would occur if a law school orchestrated an attack on a legal based nation state and it's constitution on a sexual criterion equally by alienating one person.

The water in taps, products in stores, fields, and the air are part of MOEC laying siege to myself and my setting which is the jurisdiction of Lassen County.

At hand in this Kangaroo mock Tournament between homosexuality (LGBTI) versus heterosexuality one would have the substance to refute History and it's content easily from the 1880s and the Sheffen Plan build up to WWII.

War Criminals on the Run

There has been an in continuo Chemical Assault - Scorched Earth program named Mobilization of Empire and Civilization or MOEC imposed over my person here in the United States since June 17, 1987.

I have alleged that this is the mechanism that expands and contracts the British Empire or United Kingdom. As such this would result in MOEC being the third war the United States has fought with Britain.

The Anglo American Paradigm according to Jerome Stone, The dominant Western paradigm has involved: 1) dichotomies (self/other, nature/freedom, mind/body, etc), 2) a valuing of abstraction and stability, 3) the quest for certainty, 4) a search for foundations and proper method, and 5) a precise language.

Here under a dichotomy a polarity between LGBTi and heterosexual thinkers namely MSM lawyers and Trinity College theologians clashed in the early 1900s over British War Crimes. The result was an agreement to expose the actors and actions in what became named MOEC. In doing so the guilty lawyers wanted to expose the United States and the it's presidents if they were exposed.

MOEC has a Strategic Mission of Gay Marriage. There is a gambit line of all MSM police officers in Scotland Yard and LAPD which operate a Prisoner's Dilemma Wizard of Oz Title 18 USC 1961 RICO Enterprise.

The creation of Empire is the Theater of the Tyrant. Here the Misery of the Tyrant is that he will degrade himself, family, and nation in his Master Passion as he becomes exposed. MOEC is an alter ego homosexual, blackmail, extortion, hostaging and intimidation of a witness racket.

Hence there is a same sex qualification for rights. Historically being free, male, or owning property have been some qualifications for inclusion.

In a dichotomy the LGBTi versus Heterosexual side has lost and is on the Wrong Side of History. The authorship must be heterosexual for the LGBTi side to win.

The Proximate Cause sine qua non principals, accomplices, and accessories after the fact is the efficient test.

Decapitation and renunciation of the conspiracy are also needed.

Albert Einstein or a 160 IQ genius can not defend the United States. The Manifest Function has this nation-state attacking the world from within it's borders.

An Alter Ego is ISIS or the Islamic State in Iraq or Syria and the creation of the Islamic State on June 29, 2014.

The capture their of Mosul was facilitated by desertion. Police took off their uniforms and ran many to be executed for this here.

Here in Westwood, Lassen, LAPD and California this desertion is also true. This replicates in Sacramento and Washington setting up a confrontation between the Gay Militia in LAPD R - Doug La Marfa, Barack Obama, and myself Bhakta David Nollmeyer all 53 of age.

I am writing to discuss Attorney General Holder’s recent comments concerning RACISM. He argues that Americans “lack the courage” to address this issue.

My argument is that Eric Holder is the PERFECT EXAMPLE OF A COWARD.

This country has already entered into over 21 years of manifest Chemical Scorched Earth.

This is also a Hate Crime. Such is being organized under Gay Irrationalism-Gay Fascism. The Salton Sea in California is ruined.

My case is that I have consistently supported Heterosexual Marriage as Proposition 8 here in California.

My religious Hare Krishna beliefs are orthodox reflecting heterosexual marriage. However the Krishna Movement is splitting. Hridayananda Maharaj (Howard Resnik PhD) recently attempted to bless a Gay Union and was immediately rebuffed.

He is a diksa or living guru and I am ritvik follower of a deceased teacher Srila Prabhupada.

It is potentially dangerous for a ritvik disciple to enter a diksa temple.

In degree my religious background and my staunch advocacy of Traditional Marriage have destroyed my life at the hands of Gay Militants from LAPD and have also destroyed your legacy in upholding constitutional rights.

Feb 07, CALIFORNIA, USA (SUN) — Hridayananda Goswami's Apology about Statements on Gay Marriage and Blessing.

Dear Devotees, Jaya Srila Prabhupada. A letter of blessings that I sent to a gay couple has caused an extraordinary amount of controversy, and so I am writing here to clarify my understanding of this issue, and the intention of my letter.

In the Bhagavad-gita 17.15, Lord Krishna states that “Austerity of speech consists in speaking words that are truthful, pleasing, beneficial, and not agitating to others…”
I have clearly failed to some extent in this duty as prescribed by Lord Krishna, given the bitter and insulting nature of some responses. I sincerely apologize to the devotees for this evident failure.

I have been accused of harboring thinly veiled political motives, or of seeking to impose upon ISKCON a new and de facto social reality regarding homosexual relations. To the devotees, even to the incredulous, I state here that none of this was my intention. In my letter, as I will later explain in detail, I sought, and apparently failed, to strike a balance that would not convulse ISKCON. The great agitation produced by my letter shows that I failed in my intent, for which I again apologize.

I am keenly aware that I do not have the right within ISKCON to unilaterally establish policy on this matter, and my intention was not to preempt, nor to pressure or coerce, a GBC decision on the issue.

Ironically, my own views on homosexuality are seen by the world in general as rather conservative and indeed those views often disappoint gay rights activists. As stated in an earlier paper I wrote on this topic:

1. I do not advocate, nor perform, gay marriage. I accept the view of Srila Prabhupada, (and, by the way, of the well-known gay musician, Elton John) that marriage historically has been, and should remain, a heterosexual institution.

2. Although science proves that a segment of the population is born with a homosexual orientation, and although homosexuality is thus natural for that group, I do not believe that what is natural for an individual or a group of individuals, is necessarily natural for society. Therefore I seek a balance that respects the genetically, unavoidably homosexual nature of an individual, as well as the natural right of society as a whole to privilege heterosexuality as its social norm.
In my letter, which was addressed to educated non-devotees, I began by saying:

"Our love for each other is a reflection of God's love for us. Thus, the perfection of every relationship is to see God in each other.”

Since Krishna’s love for us is pure, I believed that serious devotees would understand, from the beginning of my statement, that I was speaking of spiritual love, rather than mundane, bodily lust. I believed they would see that I was encouraging the persons involved to see Krishna within each other, and thus fully transcend the bodily concept of life. I then stated:

"May God bless [these] devoted souls, as they commit themselves to each other in the spirit of God's love for them. May [they] always please God through true love for each other.”

Clearly we please Krishna by renouncing all sinful activities and selfish desires, and I made this very clear to both parties in private conversations. In other words I offered blessings not for their sense gratification, but for the exact opposite: the giving up of any activity not pleasing to Krishna. I referred to them as “devoted souls” because I do not believe that a person genetically wired for homosexuality is necessarily “bestial” or “demonic” as some apparently feel.

Irrefutable history shows us that many sincere souls born with a homosexual orientation have struggled sincerely to serve Srila Prabhupada's mission, and to awaken their dormant love for Krishna, despite an often heavy private and social burden. I cannot see such souls, as some apparently do, as disgusting freaks, willfully and obscenely offending God and nature by their genetic makeup. I am well aware of Srila Prabhupada's statements on this matter and I am confident that a mature, thorough knowledge of Prabhupada’s preaching content and style makes possible a more moderate interpretation of those statements. I feel that I am well prepared to logically defend this view though I will not belabor it here.

I also do not go to the other extreme of denying that homosexuality, in some ways, is problematic within a spiritual society. The special burden of devotees born with this condition can only be fully eliminated by their own spiritual enlightenment.

In the last paragraph of my letter, I said:

"By such true spiritual love, may they always be, each for the other, a source of spiritual inspiration and happiness. May their relationship lead them, patiently and steadily, back to our real home in the spiritual world, where all relationships become eternal and perfect."
I believed that devotees would recognize the language of true spiritual love as referring to pure Krishna consciousness, far beyond the bodily concept of life, far above any form of sexuality. And clearly a relationship that leads people back to the spiritual world must be a relationship which, through genuine devotion and sacrifice, has become fully pleasing to Krishna.

Not a word in my letter addresses current social or political issues related to homosexuality. Not a word in my letter claims a legal status for homosexual couples, be it marriage or civil union.. As a Vaishnava teacher, not as a political operative, nor as a renegade policy maker, I prayed to Krishna that He guide two sincere souls to His lotus feet.

That I expressed this sincere wish in a manner that was not sufficiently sensitive to the concerns of other sincere Vaishnavas, I admit. I truly regret this failing on my part. However, that I acted with political motives, I vehemently deny.

Let us take this situation as an opportunity to earnestly discuss how we may best preserve our sacred principles: both our moral rigor as well as our deep compassion.

Barack Obama arrival to the near pinnacle of American politics has occurred by following a yellow brick road which mistakenly portrays him as the wizard. Vice president candidate Joseph Biden has honed an insider track after a youthful victor some thirty years past in the Senate.

All the candidates are strawmen for cultural and financial interests. Today is the anniversary of Martin Luther King’s I Have a Dream Speech. Barack Obama’s aloofness will work well in the pop media cum op-ed for profit political market. It will not last the test of time as virtuoso craft as a Bach or perhaps a Beethoven. The fault of the Romantics was that they believed that they were producing the art that would endure forever. Much of their legacy is still standing. However their notions and bombast has not resounded through experience.

Obama’s is not bombastic. Intellectualizing every detail and opportunity only reveals the folly of mortality.

Obama’s Achilles’ Heal is Reality. The strawmen will lack substance against the chemical scorched earth of his political emergence. Biden’s home state Delaware, as well as McCain’s Arizona are heavily damaged. Barack Obama’s easy likeability is poor match for a gallows humour and the luck that only comes only with a ghost of a chance.
